MTO Expropriation

LARKIN+ were retained by the MTO to provide a Planning Analysis supporting the determination of the highest and best use of lands expropriated from the Catholic Cemeteries – Archdiocese of Toronto for the extension of Highway 407 in Durham Region.

The analysis included the consideration of several “Tests” related to the “Legal Permissibility”, “Physical Possibility” and “Reasonable Probability” of certain land uses without and with the expropriation to assist in the determination of the value of the lands.
